District English Learner Advisory Committee
2025-26 Welcome to DELAC

Dear Parents and Guardians of EL Students,
Please join us for our 2025-26 DELAC Meetings; a committee where you can connect with other parents in the district, receive up-to-date information about the District’s EL Program, and become part of a growing community dedicated to supporting EL students and building partnerships with their families. Our meetings this year will be at the Gregg Anderson Academy-Community Room. The address, parking locations, dates, and times are listed below.
Some of the topics we will discuss this year are:
- District's program goals and services for English Learners.
- Procedures used by the District to reclassify English Learners.
- The District's written notifications sent to parents/guardians of English Learners.
- English Learner Proficiency Assessments for California (ELPAC) Development of the Local Control and Accountability Plan (LCAP).
- Training opportunities and Literacy Classes for the parents of EL Students; and ways you can get involved.
- Contact your site Bilingual Assistants for additional questions.
- The Community Room is at the East end of the campus; enter off of Avenue N-8.
- Park in the Community Room Parking Lot off N-8 (spaces are limited)

1. The development and/or revision of the district’s EL Master Plan of education programs and services for English Learners is presented. |

2. Content and procedures for conducting a district-wide needs assessment are reviewed. |
|
|
3. Development or revision of plan to assure that all teachers and instructional assistants meet compliance with all state and federal requirements. Staffing needs are updated and revised within the LCAP. |

4. Establishment of district’s program goals and services for English Learners are updated in the Federal Addendum. |
|
|
|
5. DELAC provides review and comment on the procedures used by the district to reclassify English Learners. |
|
|
6. DELAC reviews and comments on the development of the Local Control and Accountability Plan (LCAP). |
|
|
7. DELAC reviews and comments on the district’s written notifications sent to parents/guardians of English Learners. |
|
8. Training opportunities (content and materials), are planned in full consultation with its members and are available to DELAC members to assist them in carrying out their legal advisory responsibilities. |

9. Training on the district’s Uniform Complaint Procedures, including the William’s requirements are presented to the DELAC. |
